GOVERNANCE AND LEADERSHIP

Election of Mayor and Deputy Mayor
Council undertook the election of Mayor and Deputy Mayor, with both Mayor Andrew McKibbin and Deputy Mayor Katie Graham re-elected, unopposed.

Councillor Delegates to External Organisations and Appointment of Council Committees
Council confirmed existing appointments of councillor delegates, committee members and Section 355 Committee chairs, maintaining current representation. Existing working parties will also continue while Council awaits updates to the Model Code of Meeting Practice, ensuring continuity across Council's committees and external organisations.

COMMUNITY AND INCLUSION

Oberon Senior Rugby League Club
Council will seek further information from the Oberon Senior Rugby League Club regarding an unauthorised event held at the old football grounds and resulting damage. A further report will be provided to Council following the police investigation and the club's response to determine if any additional action is required.

FINANCE AND AUDIT

2025/26 Unaudited Financial Statements
Council endorsed the 2025/26 unaudited financial statements and referred them for external audit. Councillors confirmed the statements accurately reflect Council's financial position and comply with all relevant legislative and accounting requirements.

OPERATIONAL UPDATES

Directorate Monthly Reports
Council received updates from each directorate, outlining recent activities, service delivery and emerging issues.

COMMITTEE UPDATES

Committee Reports
Council received and noted the minutes from the following committees:

Heritage Committee
Community Services Committee

PLANNING AND DEVELOPMENT

Future Planning
Council adopted the Oberon Housing Strategy 2026, Employment Lands Strategy 2026 and Open Spaces Strategy 2026, providing a clear framework to guide future housing, employment and recreational planning across the Local Government Area. Council will also seek formal endorsement of the Housing Strategy from the NSW Department of Planning, Housing and Infrastructure.

Development Contributions Framework
Council endorsed the next steps in reviewing development contributions across the Oberon LGA, including the preparation of new Contributions Plans to help fund local infrastructure needed to support future growth. A project brief will be developed, with staff to report back on the procurement of specialist consultancy services to prepare the plans.

Community Participation Plan
Council noted the requirement to replace the existing Community Participation in Planning Decisions Policy with the new NSW Department of Planning, Housing and lnfrastructure's statewide Community Participation Plan following the completion of transition arrangements for current development applications. This change ensures alignment with State requirements.
